DIMETHICONE: Dimethicone also known as polymethylsiloxane (PDMS) is a silicon-based polymer used as a lubricant and conditioning agent.  It is a silicon oil with property that is highly popular in cosmetics application as it provides a smooth application and leaves a layer of silicon like cover on application, which emulates a smooth feel on touch, this creates a “illusion” of silky skin feel straight on application.

There are claims that due to the cover like application on the skin, it locks in moisture which benefits against skin moisture loss, however one may argue the opposite.
